Pres. Trump Removes NCUA Board Members Harper and Otsuka, Leaving Agency with Single Member
In a significant shake-up of the National Credit Union Administration (NCUA), President Donald Trump has dismissed Democratic board members Todd Harper and Tanya Otsuka, leaving the agency with only one sitting member, Republican Chairman Kyle Hauptman.
Harper was initially appointed to the NCUA Board by President Trump in 2019 and later designated as chairman by President Joe Biden in 2021. His term was set to expire in April 2027.
Otsuka's term was scheduled to end in August 2029.
Under the Federal Credit Union Act and Part 791 of the NCUA Rules and Regulations, the agency requires at least two board members to implement new actions. With only one member remaining, the NCUA can continue its supervisory and examination duties but cannot undertake new rulemakings.
