It was wonderful to see so many of you at ACE last week! As we jump into summer and look forward to World Cup action beginning (Go USA!!), here are the updates you need!
Advocacy
In Lansing, the legislature will be working hard to finish the budget by the statutory deadline of July 1. Even though there is no “penalty” if the pass the deadline, the pressure to wrap the process up successfully and go home to campaign ahead of the Primary Election is mounting. Our Advocacy Team remains focused on securing continued funding for the state CDFI fund as well as the Michigan Saves program’s loan loss reserve. There is support for both programs, although revenues remain down from last year overall. A special thank you to Rep. Timmy Beson (R-Bay City) and Sen. Sam Singh (D-East Lansing) for filing and supporting the needed formal request for the Michigan Saves program funds. Legislation to enable DIFS to authorize private primary share insurance has been reported from the House Insurance Committee, and is expected to report to the House Floor from the House Rules Committee later this week. Rep. Mike Harris (R-Waterford) is lead sponsor in the package, along with Rep. Brenda Carter (D-Pontiac), Rep. Bill Schuette (R-Midland), Rep. Sarah Lightner (R-Springport), and Rep. Mike McFall (D-Hazel Park). Additional operational amendments to the Michigan Credit Union Act (MCUA) will be introduced this week, by lead sponsor Sen. Veronica Klinefelt (D-Eastpointe), Sen. Mary Cavanagh (D-Redford), Sen. Paul Wojno (D-Warren), Sen. Michele Hoitenga (R-Manton), and Sen. Kevin Daley (R-Lapeer).
As mentioned last month, our team continues to work with stakeholders and monitor legislation to “clarify” the impact of failure to timely record deeds and affidavits related to certain MSHDA loans and foreclosure sales. We also continue to monitor efforts on deed fraud, robocalls and telemarketers, cryptocurrency kiosks, earned wage access, public investment reforms, regulatory loans, and potential efforts on maritime liens.
In Washington, D.C., reconciliation “2.0” efforts related to immigration enforcement funding continue in the U.S. Senate this week. While conversations about a “3.0” effort are ongoing, most observers still see the chances as “slim” although efforts by supporters are intensifying. The initial “2.0” offering does not include instructions to the taxation committees, but credit unions must remain vigilant throughout this process during the year. In addition, we do expect to see nomination hearings for NCUA Board nominee John Crews in the U.S. Senate Banking Committee yet this month. Our industry is pushing for quick confirmation to provide stability, and Crews’ nomination is being viewed positively by America’s Credit Unions and the league system.
Related to the state and federal interchange battle, America’s Credit Unions, the Illinois Credit Union League, and all of our state leagues are collaborating to educate policymakers on the consequences of Illinois’ state law, and urging lawmakers to repeal it. The trial court recently issued an injunction against enforcement of the law with respect to banks, and the NCUA’s recent action preempting the law for federal credit unions was a very positive development – however, work remains to protect our state-chartered credit unions. In another positive development, Colorado Governor Jared Polis vetoed interchange fee legislation that had reached his desk. There are still no direct signs of state-level interchange legislation in Michigan, but our team remains watchful.
Grassroots and Advocacy Funding
We hope to see you all at the 2026 ASFM Golf Outing on July 8! The event takes place at Forest Akers West Golf Course, on the campus of Michigan State University in East Lansing. Funds raised support the Michele Myrick Scholarship Fund, which in turn assists credit union officials, volunteers and young professionals in attending events such as America’s Credit Unions GAC, MCUL GAC, and Hike the Hill.
Registration is open for Congressional Caucus 2026, hosted by America’s Credit Unions. The event takes place September 13-15 at the Hyatt Regency Washington on Capitol Hill in Washington, D.C. Our own MCUL Hike the Hill will take place adjacent to the event, beginning September 15.
Elections
All 110 state House seats, 38 state Senate seats, 13 U.S. House seats and Executive Branch positions, as well as one open U.S. Senate seat will be up for election this year. In addition to these seats, there are statewide university boards and Supreme Court races, as well as local and lower-level judicial races on the ballot. MCUL does not engage in judicial or university races, or local races. If you have any information or if you or your credit union has a particular relationship with any state or federal candidates, please contact our team and share what you know! Endorsement of candidates will be considered on a monthly basis, based on survey results as well as member and staff input and intel. Support for candidates is based on their support for the credit union philosophy and difference, and is not based in any manner on partisan considerations. The next round of endorsement discussions will take place on June 15, and please see below for the latest on endorsements made in any races!
