Credit Union Leaders,

The air is getting chillier as Fall arrives!  As some of us already look ahead to college basketball season, here are the updates you need.

Advocacy

In Lansing, the legislature largely remains in recess but has returned in small bursts for some substantive work during September.  As we mentioned in the previous editions, bills have been introduced during the recess periods, including new versions of last session’s offerings on garnishment and bankruptcy reform.  These bills were passed by the Senate in a statement vote, but further action is not anticipated in the House at this time.  Our team continues work behind the scenes, pushing for action on technical updates to the MCUA, authorizing private primary share insurance for state-chartered credit unions.  Nationally promulgated updates to our state’s Uniform Commercial Code have finally been introduced!  This 40 bill package deals with recognition of cryptocurrency in our state commercial code as well as other general banking updates.  It has been referred to the House Finance Committee, but it remains to be seen if the legislature will have enough legislative time remaining to move this all the way through this year.

In Washington D.C., the U.S. House is in recess until after the November General Election and the U.S. Senate is conducting limited legislative and committee activity during the recess.  Action on the Clarity Act, H.R. 3633 fell short on procedural votes prior to recessing earlier this month, and the future of that legislation in the near term is likely on hold.  As mentioned previously, John Crews has been confirmed to the NCUA Board as Chair, and continues to settle into his role.  MCUL is excited to welcome him during our November “Industry Call” to hear about his priorities and his agenda!

Grassroots and Advocacy Funding

 

Thank you to our advocates that joined us in Washington D.C. for Hike the Hill, and for America’s Credit Unions’ 2026 Congressional Caucus!  For Hike, we had over 40 advocates with us and met with 14 out of 15 of our delegation members.  Topics included a significant focus on fraud, modernization of the Federal Credit Union Act, challenges in the CDFI space, and the need for regulatory relief and modernization.  Another successful fly-in in the books, in a critical election year facing Michigan and the nation!  Our team rounded out the week in DC attending the national Congressional Black Caucus Foundation’s Annual Legislative Conference, deepening connections with policymakers and thought leaders, and meeting many up-coming-candidates.

Registration for America’s Credit Unions’ 2027 GAC is open!  Our team has been in communication with credit unions here in Michigan regarding registration and housing, but if you have any questions please reach out to Todd (Todd.Jorns@mcul.org).  Hotel capacity is going fast, so please register those you plan to bring and reach out to our team!

Elections

The November General Election is fast approaching, on Tuesday November 3.  All 110 state House seats, 38 state Senate seats, 13 U.S. House seats and Executive Branch positions, as well as one open U.S. Senate seat are be up for election this year.  MCUL does not engage in judicial or university races, or local races.  As we draw closer to November, if you have any information or if you or your credit union has a particular relationship with any state or federal candidates, please contact our team and share what you know!  Endorsement of candidates in the 2026 General Election will still be considered on a monthly basis, based on survey results as well as member and staff input and intel.  Support for candidates is based on their support for the credit union philosophy and difference, and is not based in any manner on partisan considerations or issues outside of credit union concerns.
